13 July 2026 — The EUDR Product Scope Is Now Final

On 13 July 2026, the European Commission adopted the two legal instruments that close out the simplification package announced on 4 May 2026: a Delegated Act amending Annex I of Regulation (EU) 2023/1115 (the list of in-scope products) and an Implementing Act establishing the technical rules for the EUDR Information System. Together they settle, five and a half months before the 30 December 2026 application date, exactly which products are covered and how due diligence statements will be filed.

Products removed from scope

• Cattle hides, skins and leather — the entire leather value chain is out, a significant change for tanneries, leather goods and automotive suppliers.
• Retreaded tyres — new tyres containing natural rubber remain in scope.
• Soybeans for sowing — seed for planting is excluded; soy for food and feed remains covered.
• Vulcanised rubber articles, conveyor and transmission belts.
• Aircraft and motor vehicle seats.

The act also confirms the exemptions flagged in the May draft: product samples for examination, packaging material used purely as packaging, marketing materials, correspondence items, and used, second-hand and waste products.

Products added to scope — compliance from 30 December 2027

• Soluble (instant) coffee.
• Certain palm oil derivatives, including oleochemicals used in soap and cosmetics.
• Frozen cattle tongues.

Companies handling the newly added products get a transition period: their obligations apply from 30 December 2027, one year after the general deadline. Everything already in Annex I stays on the 30 December 2026 / 30 June 2027 timeline — see the deadline tracker.

The Information System implementing act

The second instrument sets the final technical rules for the EUDR Information System, which relaunched in June 2026:

• A simplified declaration form for micro and small primary operators, implementing the lighter regime created by the December 2025 revision.
• Updated API specifications for companies automating due diligence statement submissions.
• Additional functionality announced for later in summer 2026.

Guidance now in all EU languages

Alongside the acts, the Commission published the updated guidance document in all official EU languages — including Romanian — together with the consolidated FAQ. For Romanian operators this is the first time the full interpretive guidance is available in Romanian.

What operators should do now

• Re-map your product portfolio against the final Annex I: remove leather and retreaded-tyre workflows, add soluble coffee and palm-oil derivatives if you handle them.
• Check your supply chain position — the heavy obligations sit with the operator first placing goods on the EU market; the first downstream buyer only collects the due diligence statement reference number, and companies further down have no EUDR paperwork.
